This might be a sign of things to come with big name companies having the opportunity to promote themselves within SimCity and the first such instance seems to be taken by Nissan in promoting its LEAF electric vehicle.
In the game itself, the charging station will provide a place for Sims to recharge their LEAF vehicles. Once Sims leave the charging station in their LEAF the net effect should be that they are happier. Perhaps not a big incentive in the grand scheme of things but all of the little things can add up in a big city.
